Diesel Locomotive Engine Test Cell
General Electric's Transportation Services group challenged Osborn to completely reengineer one of GE's existing locomotive diesel engine test cells at their Grove City, Pennsylvania Plant. The cell had been designed to only test 16 cylinder 4000 HP engines. The objective of the project was to adapt the cell to house 12 and 16 cylinder engines ranging from 4000 to 6000 HP and provide new testing equipment for performing a new Tier II EPA emission tests required on diesel engines manufactured after November 2002. In order to keep pace with production, the cell had to allow the 34,000 lbs. engines to be removed, have a new engine moved into place, connected to utilities and ready for testing in less than four hours, 36 hours quicker than could previously be accommodated. Utilities, controls and flow measurement systems were upgraded to accommodate the variety of engines intended to be tested and to assure compliance with new EPA standards. To add to the complexity of the project the design and construction of the cell had to be completed within six months.
