Lakefront Subsurface Infrastructure Plan

The City of Cleveland Department of Economic Development engaged Osborn Engineering to review the existing subsurface infrastructure at the Downtown Cleveland Lakefront Development area north of FirstEnergy Stadium. The purpose of this review was to research, from available record information, what existing utilities are available to the site, their sizing, depth, quantity, capacities and proximity to the subject property.
 
The City, in conjunction with a Development Design Team, envisions re-purposing this currently under-utilized port area into a mixed-use development. This development suggests a blend of residential housing (550 units), retail (36,000 sf), office (750,000 to 1,000,000 gsf), and structured parking (2,410 spaces). This property encompasses 18.6 acres with no existing green space. The proposed development anticipates incorporating 5.7 acres (31%) of public/open space.
 
Osborn Engineering was also tasked with conceptualizing, with input from the various service providers, the requisite proposed subsurface infrastructure as may be necessary to accommodate this development. The facilities included were sanitary, storm, water, natural gas, telecommunication and electric. Exhibit drawings were prepared for each and a rough order of magnitude cost estimate totaling over $7 million was included in the effort.
